Community Corrections reports residential center reopening and $9.6 million estimated savings

Boone County Community Corrections presented its 2025 annual report to the commissioners on Feb. 9, highlighting the reopening of the residential center and program outcomes.

Executive Director Michael Mannix said the residential center — which had no residents in 2025 while closed — served 22 clients in the first five weeks of 2026. "We've already had 22 clients in the residential center, both male and female," Mannix said, noting that the center’s reopening will expand capacity for felony diversion and community transition placements.

Mannix reported program metrics for 2025: GPS monitoring remained steady, pretrial numbers declined slightly, and the residential center is expected to increase residential placements in 2026. He said the agency collected approximately 2,316 drug screens last year, with about 84% negative results. Mannix also said there were five drug‑court graduations and that success in programs helped produce an estimated cost savings of approximately $9,600,000 for 2025, calculated by comparing program days to incarceration costs and subtracting grant/local dollars.

The director described evidence‑based training (432 staff hours in 2025), specialized driving privileges to help clients maintain employment, and continued work on felony diversion and community transition programs. Commissioners thanked staff and affirmed interagency coordination with the sheriff’s department to manage capacity and services as the residential center scales up.
