The Tipp City board on Jan. 27 approved several personnel and program items, while members probed where candidate review fits into board governance.
The board approved spring supplemental athletic positions for 2025–26, with the administration clarifying that coaches and volunteers must complete required certifications, including concussion training, pupil-activity permits and background checks before beginning duties. Administration said those certifications are tracked by HR and individuals are not permitted to coach without them.
Board members discussed the sequence of approval and vetting. One member raised concern about approving applicants before the board has reviewed resumes, calling it “a little bit like a chicken and egg situation” when hiring precedes formal candidate review; administration responded that hiring and certification are HR functions and the board’s role is to set policy and accept administrative recommendations.
The board also approved out-of-state and overnight trips for student groups, including Mr. Bellas’s academic quiz team to compete at Solon High School in February and to attend the National History Bowl in Washington, D.C., in April. The board approved substitutes, bus drivers, mechanics and aides for 2025–26, pending the usual paperwork.
Finally, the board approved hiring a custodial worker for up to three hours per week, paid via timesheet; administration expressed a preference for hiring someone already employed by the district for this part-time work.
Next steps: HR will ensure certifications are completed before coaches and substitutes begin duties, and administration will continue to present candidate actions consistent with board policy.
