Prince Edward County's public-safety committee and ordinance committee brought forward a volunteer firefighter and EMS incentive program designed to help recruit and retain volunteers. The program would establish a separate personal-property tax classification for motor vehicles owned or leased by active volunteer members and retain a license-fee (decal) exemption for members in good standing.
Staff and committee members explained that, to be equitable across all volunteer departments, the county proposed an administrative policy that uses a standardized points system to document participation. Points accrue for attendance at monthly meetings, trainings, and incident responses; staff described thresholds for ‘‘active’’ status that would be administratively verified by each department and submitted to the commissioner. The proposed structure also includes allowances for administrative and support members who assist departments in non-response roles.
Board members described the proposal as a starting point and voted to authorize public hearings; staff will return with any requested clarifications, including legal review and fiscal impact analysis, before the board makes a final decision.
