The Kirksville City Council approved a resolution on Feb. 9 authorizing the city manager to approve FY2026 purchases of in-house concrete from Kirksville Ready Mix, provided funds are available.
Adam Dorril, Kirksville public works director, said the city solicits concrete quotes annually and that local supply is limited to a single local provider. "You can see the pricing did go up a little bit this year," Dorril said. He noted the vendor included a contingency of $5 per unit if fly ash cannot be obtained; in that case the vendor would use state-approved aggregate, which is more expensive.
Dorril said the city maintains budget lines for any department that may need concrete so they can use this contract. The council asked questions, heard there were no competing local bidders of scale, and approved the resolution by voice vote.
The resolution authorizes the city manager to proceed with purchases under the bid terms for FY2026, contingent on available funds.
