County staff explained that FEMA requires an updated mitigation plan every five years; the state applies to FEMA and, when reimbursed, a contractor prepares the plan. Speaker 11 said the contractor work typically is reimbursable (presenter cited $24,304) with an $8,128 in‑kind match and noted that recent federal funding changes mean localities may need to sustain the plan locally in future cycles. Speaker 10 moved to approve pursuing the contract and the board voted unanimously to proceed.
Public‑health and clinic items were also approved. Speaker 3 described an AED passthrough program that purchases AEDs and is reimbursed by recipient organizations; the board voted to return reimbursement funds to the AED account so the program can continue. Speaker 3 also requested $11,800 in carryover Health First Indiana (HFI) funds to cover clinical supplies and medical waste pickup; the commission unanimously approved that allocation.
Other routine approvals included purchases of CASA and an additional computer (approved by motion), a salary ordinance for weights and measures, and acknowledgement of a resignation for a zoning board appeal seat. Minutes from the Jan. 14 meeting were also approved earlier in the session.
Motions for these items were moved and seconded on the record and carried by voice vote. Commissioners and staff noted budget constraints for county programs after state funding cuts and said they will continue to rely on a mix of federal, state, local and private support for programs and capital needs.
