Commissioner Williams explained the allotment breaks down to roughly 7.75 loads per precinct and recommended a workshop to determine whether any precincts will decline material and how to distribute existing stockpiles. Commissioners also discussed shared equipment failures, maintenance needs (belts and trailer equalizers), and the need for bid specifications and engineer involvement for FEMA‑linked projects. Several commissioners suggested inviting David Shaw to the workshop to address FEMA project status and the engineers’ work on 15 preapproved concrete structures referenced in the FEMA files.
The court agreed that some projects might require engineer‑prepared bid specifications and that FEMA reimbursements typically repay only documented expenditures. Commissioners said they will prepare an agenda and include TxDOT/FEMA items and shared equipment planning when they meet on Feb. 19.
