The planner said the studio would operate seven days a week and accommodate approximately 12 clients at a time; staff recommended hours of operation Monday through Friday, 6 a.m. to 9 p.m., and Saturdays and Sundays, 7 a.m. to 8 p.m. The planner said staff made all findings of approval and that the project is exempt from CEQA under §15301 for existing facilities.
The applicant was not present at the hearing. The zoning administrator opened the public hearing, waited for attendees, and closed it when no one appeared. The administrator then announced conditional approval of the permit with the conditions listed in the staff report and reiterated the five‑day appeal period and the same appeal/ deposit amounts described earlier in the meeting.
The decision is subject to a five‑day appeal period; staff repeated the filing fee and deposit amounts ($358 for a San Rafael resident filing an appeal; $5,119 deposit for an applicant or a non‑resident).
