Council introduces Curry PUD workforce-housing amendment and downtown outdoor-dining ordinance

At the Jan. 8 meeting the council introduced Ordinance 2025-01 (Curry PUD workforce-housing payment option to housing development fund) and Ordinance 2025-02 (authorizing a downtown outdoor dining program through Dec. 31, 2028); both were read by title and synopsis and will return for second reading Jan. 22, 2025.
The Bloomington City Common Council introduced two ordinances at its Jan. 8 organizational session and referred them for second reading on Jan. 22.
Ordinance 2025-01 would amend the district ordinance and preliminary plan for the Curry Planned Unit Development (PUD), a 3.2-acre site, to allow the workforce-housing commitment to be met through a payment to the housing development fund rather than through on-site workforce housing units. The petitioner was listed as Bloomington SPCW JV LLC. The council moved and the clerk read the title and synopsis; council members approved the motion to introduce the ordinance on a roll-call vote.
Ordinance 2025-02 would establish an outdoor dining program (parklets/street uses) in the downtown corridor, suspending certain portions of the Bloomington Municipal Code to facilitate the program. The program authorization would extend through Dec. 31, 2028. The clerk read the ordinance by title and synopsis and the motion to introduce passed by roll call.
Both items are scheduled for second reading at the council's next regular session on Jan. 22, 2025. No substantive debate or amendment occurred at introduction; council members handled the items as first-reading procedural matters.
