Bloomington City Council elects new officers, approves committee and board appointment slates

At its Jan. 8 organizational meeting, the Bloomington City Common Council elected Hopi Stosberg president, Isabel Piedmont Smith vice president and Courtney Daley parliamentarian, approved committee assignments and a slate of board and commission appointments, and adopted an agreed order in pending litigation.
The Bloomington City Common Council held its organizational meeting on Jan. 8, 2025, electing a new slate of officers, assigning council committee roles and approving multiple appointments to boards and commissions.
Council member Rallo nominated a slate that Council member Stosberg accepted; the clerk called the roll and the slate was approved by roll call. Council member Stosberg will serve as council president, Isabel Piedmont Smith as vice president and Courtney Daley as parliamentarian. Members discussed the demands of officer roles and noted compensation and time commitments during brief remarks before the vote.
After the seating change for officers, Stosberg announced committee assignments, retaining or designating chairs for the Climate Action Committee, Jack Hopkins Social Service Grant committee, Council Processes special committee, Sidewalk Committee and interview committees. Stosberg said she will reauthorize the special Council Processes committee for 2025 and that interview-committee chairs will help streamline nominations and appointments.
The council then voted to approve a slate of appointments to city and regional boards and commissions, including city economic-development posts, Downtown Bloomington Inc., Plan Commission representation, the Metropolitan Planning Organization slot (to be filled by the council president with a proxy option), Parking Commission, Waste Reduction Board, Bloomington Commission on Sustainability, the Environmental Resources Advisory Council, the Citizens Advisory Committee for Community Development Block Grant, the Food & Beverage Tax Advisory Commission, the Public Safety Local Income Tax committee and the Utility Service Board. Council members approved the appointments on a roll-call vote after a brief opportunity for questions.
Separately, the council considered an agreed order in the case David Askins v. Bloomington Common Council. Council member Stosberg moved to approve the agreed order and authorize the council president to sign; the motion received a second, was called for roll and passed.
The council set its next deliberation meeting for Jan. 15 (topics: council committees and possible budget task force follow-up) and its next regular session for Jan. 22.
The meeting adjourned after staff thanked outgoing 2024 officers.
