The Bloomington Common Council adopted Appropriation Ordinance 2025-02 to appropriate $250,000 from opioid-settlement distributions to fund the Downtown Outreach (DTO) grant program in 2025. The ordinance splits $200,000 into the restricted opioid settlement fund (to meet attorney-general guidance) and $50,000 into the unrestricted fund for applications that do not meet restricted criteria.
Controller McClellan explained the distinction between restricted and unrestricted opioid funds and said the city has received distributions since approximately 2022 and will continue receiving payments for years under the statewide settlement. Marissa Parscott of Community and Family Resources (CFRD) said most historical DTO recipients would fit restricted eligibility, with a small set of programs (for example, transient pet outreach activities) more likely to need the unrestricted portion.
Council member Piedmont Smith moved a housekeeping amendment to correct whereas clauses and clarify fund rationale; the amendment passed and the ordinance was approved by roll call. CFRD staff thanked council for identifying a funding source that aligns with the DTO program’s goals and noted the appropriation allows the DTO grants to proceed in the 2025 cycle.
