Workshop advances multiple budget and zoning items to the full commission
Summary
At its Feb. 12 workshop, Blount County commissioners moved a slate of budget resolutions and a zoning map amendment to the full commission, including a $239,300 school restroom renovation, an $80,797.97 vehicle purchase for BCSO, school security vestibule design funds, an insurance brokerage contract, and a zoning map referral for parcels on U.S. Highway 411 South.
Blount County commissioners at their Feb. 12 workshop advanced several resolutions and routine consent items to the full commission.
Clerk read multiple budget committee recommendations that were referred with favorable recommendations. Highlights include:
• Resolution 262003 — a $239,300 budget increase to appropriate funds for restroom renovation of the commons area at Heritage High School. Motion by Commissioner French, second by Commissioner Aker; advanced to the full commission.
• Resolution 262004 — a budget increase of $80,797.97 to appropriate fund balance for a replacement Blount County Sheriff’s Office vehicle including lighting and decals. Motion by Commissioner Aikert, second by Commissioner Giles; advanced to the full commission.
• Resolution (security vestibules) — appropriation to engage an architectural firm to design security vestibules for seven schools (the clerk and school representative noted nine schools still need vestibules; Walland and Rockford sites require additional work). Motion by Commissioner Aykard, second by Commissioner Carver; advanced to the full commission.
• Resolution 262002 — a $534,550 transfer within the General Purpose School Fund (GPSF) moving funds from other charges to non‑salary line items. Motion by Commissioner Carver, second by Commissioner Giles; advanced to the full commission.
• Resolution 262008 — authorization to enter a multi‑year insurance brokerage contract with Archer J. Gallagher Risk Management Services (three‑year base with extension options). Motion by Commissioner Carver, second by Commissioner McMahon; advanced to the full commission.
• Resolution 262013 — authorizing the mayor to sign a lot line adjustment plat for tracts associated with the Alcoa–Maryville–Blount County sanitary landfill. Motion by Commissioner Davis, second by Commissioner Carver; advanced to the full commission.
• Resolution 262014 — the commission expressed support for extension of the public safety retirement bridge benefit, subject to cost review and available funds. Motion by Commissioner Davis, second by Commissioner Caldwell; advanced to the full commission.
• Zoning map amendment referral — proposed amendment from R‑1 (Rural District 1) to R‑AC (Rural Arterial Commercial) for a 4.615‑acre portion of a 7.263‑acre tract at 5220 and 5226 U.S. Highway 411 South (tax map 100, parcels 9 and 9.01). Motion by Commissioner Wales, second by Commissioner Carver; clerk reported 17 yes votes and 2 abstentions to move the item forward.
Most consent and budget items were advanced with little discussion; the school vestibules item generated a short exchange with a school representative clarifying that the appropriation covers seven of nine schools. The items will be considered by the full commission at its next regular meeting.
Votes recorded at the workshop consistently showed motions to advance items to the full commission; the workshop does not constitute final adoption.
