Franklin County commissioners approve multiple resolutions including Allen Creek Drive widening, contracts, purchases and construction amendments

The Franklin County Board of Commissioners adopted a package of resolutions on Feb. 10 that included transportation right-of-way approvals, interagency contracts, IT and construction contract modifications, and large purchase orders.
Public hearing and transportation: After a public hearing on plans to establish, alter and widen Allen Creek Drive (London Groveport Road to Groveport Road, City of Obetz, Hamilton Township), the board adopted Resolution 7526, allowing staff to begin right-of-way and real-estate acquisition for the 2.7-mile corridor that will be widened to three lanes in both directions, with a shared-use path, sidewalks and a bridge replacement over Big Walnut Creek.
Petition and procedural: The board set a March 10 hearing for a township petition to vacate a portion of Aberdeen Avenue and unnamed alleys in Leonard Park Extension (Resolution 7626).
Interagency agreements: The board adopted Resolution 7826 to authorize a one-year interagency contract (01/01/2026–12/31/2026) between the Child Support Enforcement Agency and the Franklin County Sheriff for reimbursement associated with execution of warrants, extraditions and related services in criminal non-support cases. The board also adopted Resolution 7926 to authorize an interagency agreement with the Franklin County Prosecutor’s Office to review and prosecute eligible criminal non-support cases per Ohio Revised Code 2919.21.
Contracts and IT: The board approved a contract modification/extension (Resolution 8026) with CBTS LLC for the county’s Next Generation Telephony Solution supporting the Child Support call center (modification not to exceed roughly $93,202 and extending the contract term). Fleet Management also received approvals to dispose of surplus vehicles and equipment (Resolution 8226) and to continue operating fleet management software via a contract with Rare Step, doing business as Fleideo (Resolution 8326) for $175,230.
Construction and GMP amendments: The board approved a guaranteed maximum price amendment (Resolution 8526) with CK Construction Group Inc. (~$3,208,417) to begin pre-demolition enabling work for the new downtown facility that includes an early learning center at the vacated downtown correction center (370 S. French St.). The board also adopted Resolution 8626 to authorize GMP amendment #6 with Elford Inc. for tenant improvements at 900 Hague Ave. (not to exceed $758,485) for a revised contract total of $13,204,256; Commissioner Boyce was noted as abstaining on that vote.
Purchasing and HUD notices: Purchasing was authorized to proceed on multiple purchase orders: one resolution covered 116 purchase orders totaling $18,033,905.37 (Resolution 8726) and another covered two purchase orders totaling $14,165,929 (Resolution 8826), the latter adopted with Commissioner Boyce marked as abstaining. Clerk staff journalized HUD approvals of substantial amendments to the 2021 HOME ARP allocation plan and the 2022 and 2023 Annual Action Plans.
Votes at a glance: All listed resolutions were adopted by voice vote during the session; two items (Res. 8626 and Res. 8826) were recorded with Commissioner Boyce’s abstention noted in the minutes.
