Beaumont council approves elections agreement, housing support, infrastructure repairs and multiple consent items
Summary

Beaumont City Council approved a series of resolutions and ordinances Tuesday that covered elections logistics, housing support, emergency infrastructure repairs and other administrative matters.
Highlights of votes taken during the meeting:
- Joint election agreement (Item 2): Council authorized the city manager to execute a joint election agreement with Jefferson County, Beaumont Independent School District and Port of Beaumont for the May general election. The item was approved on a motion and second.
- Resolution supporting KCG development (Item 3): Council approved a resolution supporting a proposed housing tax-credit project at 5695 Concord, acknowledging the city’s higher-than-state-average units per capita supported by tax credits and offering a fee waiver not to exceed $500.
- Emergency sewer main repair (Item 4): Council authorized emergency repairs to a 24-inch wastewater main on Washington Boulevard; staff explained the recommendation and the motion passed.
- Beaumont Housing Authority bonds (Item 5): Council approved a resolution supporting issuance of bonds by Beaumont Housing Authority to Foothill Affordable Housing Foundation for acquisition and rehabilitation of Cypress Bend Apartments; staff clarified the action seeks council blessing and does not put the city under obligation.
- Contract award for lift-station cleaning (Item 6): Council authorized a contract to Ames Companies/CSI Consolidated LLC for sanitary sewer lift-station wet-well cleaning after staff reviewed references and conditioned limited change orders.
- Riverfront Park change order (Item 7): Council approved change order number 7 to the Riverfront Park restoration contract with Callan Marine Limited. Staff cited weather-related delays and supplemental underground work but said sod deliveries and progress are moving the project toward occupancy in late winter/early spring.
- Master fee-schedule ordinance (Item 8): Council approved an ordinance moving fee amounts into a centralized master fee schedule to simplify future updates.
- Specific-use permit for duplex (Item 9): Council approved a specific-use permit to allow a duplex at 5450 Concord Road with conditions requiring permits, no permanent structures in easements and compliance with fire and building codes; planning commission had recommended denial, but council approved with conditions.
Most items were approved by voice vote after brief explanations from staff; where council members voiced concerns they requested additional follow-up or scheduling clarifications. The consent agenda passed at the start of the meeting.
