Council approves Copper Sky Medical Campus PAD allowing ER, beds and helipad

The City Council voted to approve the planned area development (PAD) for the Copper Sky Medical Campus (PAD case 25-06) and adopted ordinance number 25-11, clearing the way for a medical campus at the southeast corner of John Wayne Parkway and West Boland Road.
Development services staff presented three build-option scenarios for the 9.33-acre site: a 1–2 story 60,000-square-foot emergency facility or a 4-story 100,000-square-foot hospital, plus supporting medical office buildings, ambulatory surgery capacity, imaging (CT, MRI, X‑ray), a pharmacy, laboratory and a helipad intended for emergency evacuations. Minimum contracted entitlements include at least 25 licensed medical-surgical inpatient beds with at least four universal beds equipped for ICU-level care, one operating/procedure room and multiple treatment bays.
Derek Shearer, presenting for development services, said the proposal conforms with the city's general plan and zoning ordinance and noted public outreach (mailings within 600 feet, site posting, legal ad and a public meeting attended by about 10–12 members of the public). The Planning & Zoning Commission recommended approval and provided conditions in the staff report.
Council members asked about small outparcels, access points and the helipad; staff clarified the helipad is for emergency evacuations and the campus is not a Level I trauma center. After discussion, the council approved the ordinance; the meeting record notes two opposed but does not provide a roll-call tally.
Why it matters: The PAD establishes city entitlements for a medical campus near Copper Sky that will expand local access to emergency and outpatient services. The approval moves the project into development-review permitting and subsequent building-permit stages where final details — including bed counts and building heights — will be resolved.
