Baltimore liquor board approves fines, 90‑day hardship extensions and multiple ownership transfers

The board opened by noting several licensees had opted to pay monetary penalties in lieu of public hearings under the Alcoholic Beverages and Cannabis Article and board rules; examples announced by the executive secretary included a $500 sanitation and safety fine paid by the Hartford Road licensee and a $500 fine paid by Playbook Bar & Lounge for similar violations.
The board then considered several requests for 90‑day transfer or hardship extensions. Counsel Melvin Jay Kudinski asked for an extension for Jim’s Wine & Mercantile, citing delays in completing documents and inspections; the board voted to approve the 90‑day extension. Similar 90‑day extensions were granted for Casa Del Oro at 4330 E. Lombard St., Eddie’s of Mount Vernon and Capuseria Grama Tana after applicants described damaged infrastructure or lease and inspection delays.
The board also approved multiple ownership transfers after applicants presented testimony and community support letters. Counsel Steven W. Fogelman introduced prospective operators for Rudy’s Liquors (West North Avenue) and Peter Pribus presented buyers for Brown’s Liquors (2300 Edmondson Avenue); in both matters the board voted to transfer the Class A beer, wine and liquor licenses after reviewing documentation and testimony. Mary Miles, who testified about Dimples Bar & Grill’s menu, hours and neighborhood outreach, received approval to transfer and continue outdoor table service and off‑site catering and delivery after the board noted a letter of support from the Locust Point Civic Association.
Board members repeatedly emphasized document completeness; in several approvals the board conditioned finalization on receipt of outstanding items, such as a required MOU for Fruition at 135 E. Baltimore St. before issuance of that license. Several votes were voiced on the record by unidentified commissioners (recorded in the hearing as Unidentified Speaker 2, 7 and 8) and recorded as approvals.
The board recessed and announced it will reconvene on Thursday, Feb. 26, 2026, at 10:30 a.m.
