Board approves facade renovation and roof work at 3922 Blenheim Boulevard

The Fairfax City Board of Architectural Review voted unanimously April 16, 2025, to approve a facade renovation and new standing‑seam metal roof for 3922 Blenheim Boulevard, part of the courthouse shopping center.

Anna, the City planner presenting the item, said the building — built in 1974 — had lost its roof during a tenant fit-out and the owner removed the roof before proposing the current facelift. Staff described the proposal as a modernization of the storefront and a replacement roof in a dark bronze finish; staff recommended approval, finding the project in substantial conformance with the Old Town Fairfax transition overlay district design guidelines and the zoning ordinance’s approval criteria.

Applicant representative Michael Degenero told the Board the owner has taken possession of the building and is seeking to restore and match the material and profile of the adjacent tenant work: “So, yeah, we’re just aiming to restore the building and match what was approved by the BAR,” Degenero said. Board members questioned whether the roof shape and height would change; Degenero and staff said the roof will cover exposed areas and be installed to match the adjacent building’s appearance. The applicant said roof drains and downspouts will be shown on permit documents and the roof material will be 24‑gauge standing seam steel in dark bronze.

Mr. Schrader moved and Mr. Patel seconded approval of the facade renovation (Case BAR2500004) with the conditions that the work be in general conformance with plans and renderings received in April 2025 and that the applicant secure required permits prior to construction. The motion passed unanimously.

Staff also noted that some painted face brick areas would be hidden from view by the new roof and that any major future changes, including painting the building a color other than white, would require return to the Board. The Board recorded no public comments on this item during the hearing.
