Council approves July 4 vendor permit and names Travis Gaines to financial task force

NEWPORT — At its March 20 special meeting the Newport City Council approved a vendor permit for the July 4 celebration and appointed Travis Gaines to a financial reporting and fiscal practices special task force.

Jim, city staff, introduced the permit application from Richard Lansing for the Garden Park July 4 event and told the council the paperwork was complete: "I've got all the insurance papers and everything, so it's ready to go. I've got the check also," he said. The council moved, seconded, and approved the permit by voice vote.

Later in the meeting Councilor Carter Finnegan moved to appoint Travis Gaines — identified in the meeting as the operator of the school across the street (transcript reference) — to the Financial Reporting and Fiscal Practices Task Force. The motion was seconded and approved by voice vote. A resident on the UCA board said Gaines would be a "valuable asset."

Both actions were routine approvals recorded by voice vote; the meeting record includes the motions and council assent but does not show a roll-call vote tally. The council also set a March 31 special meeting and completed several other housekeeping items before adjourning.

What this means: The permit allows the specified July 4 event to proceed under the vendor applicant's insurance and payment; the fiscal task force will include a new member with business and school management experience as the council begins work on financial reporting and rate-setting matters.
