A council member who drafted the insertion described the language as intended to affirm ongoing work with the tribe. ‘‘I inserted, the CJCC will work with the Lac Courte Oreilles band of Lake Superior Ojibwe … to reach consensus and fulfilling the CJCC vision and mission,’’ the member said. The bylaws update also added a clause allowing any CJCC member to resign in writing and explained that a resigning member need not give a reason.
A motion to approve the amended bylaws was made and seconded. The motion was presented for a roll‑call vote; Julia Lyons was noted as a non‑voting member. Assemble roll‑call responses were recorded in the meeting minutes and the chair announced the motion carried. Members noted the bylaws require county board approval and a two‑thirds threshold for such amendments.
The council did not announce a county‑board submission date during the meeting; staff said they will follow the bylaws’ submission requirements and confirm the two‑thirds approval threshold is met during the roll call record.
The amendment clarifies the CJCC’s formal relationship with the Lac Courte Oreilles Band and provides a written process for voluntary resignations by members. The council voted to adopt the changes at the Feb. 11 meeting.
