Highway director outlines fleet consolidation, shared asphalt plant and telematics pilot

On pavement operations, staff described plans to jointly locate an asphalt plant about 3.5 miles from a County D/F paving segment and to share setup costs with Washburn County. "We're predicting roughly 21,000 tons of asphalt," John said for Sawyer County and noted Washburn expects roughly 11,000 tons; combined volume could reduce per-ton prices, staff said.
John presented a fleet plan to reduce the small-truck fleet from 21 to 15 units, sell surplus vehicles, and use proceeds and reduced maintenance costs to eliminate a backlog the department estimated at about $795,000. "We're not utilizing the way we should be," he said, describing expected savings in depreciation and maintenance and an improved replacement cycle (4–8 years) if the plan proceeds.
The department also demonstrated a telematics system referred to in the discussion as Samsara (transcript variants include "Symsera"/"Symsera"). The system provides GPS tracking, forward-facing video, trip histories, diagnostics and spreader/salt-application metrics. John said the state currently pays for the system on some state trucks and that Sawyer County is trialing a configuration to determine whether state coverage and county needs align. "It's actually a pretty good, pretty good investment," he said of the system, emphasizing diagnostics and operational benefits rather than driver surveillance.
Committee members asked about privacy and how alerts are handled; staff said alerts can be tuned, the system can flag events for review, and cameras and recordings are used primarily for incident documentation and maintenance diagnostics. The director asked to return with details on program costs, state contributions and the precise feature set for county-owned trucks before any purchase decision.
Next steps: Highway staff will continue to refine the fleet plan, follow up on the shared-plant logistics and pricing with Washburn County, and return with more detailed cost and configuration information for the telematics system.
