Heath approves $1.59M Candlelight waterline, EDC/HMBC budget amendments and $373K in street repairs

Award for Candlelight waterlines: Staff recommended, and council approved, awarding the Candlelight waterline replacement project to Hayes Construction for $1,591,065. The contract specifies 180 calendar days for completion. Councilman Dodson moved the award and Councilman Myers seconded; the motion passed unanimously.
EDC/HMBC budget amendments: The council approved an ordinance amending FY26 budgets for HMBC and HEDC. Staff summarized transfers that split a maintenance position and create an EDC director transfer, an allocation of $25,000 for a dog recreation zone (to be covered by HMBC), increases in legal and marketing expenses, $50,000 in beautification capital, and a $2,017 payoff. With the amendments staff reported ending fund balances of about $1.3 million for HEDC and $1.8 million for HMBC. Councilman Ombie moved the amendment and Councilwoman Horn seconded; the motion passed unanimously.
Street repairs and Boardwalk payments: Staff presented eight Boardwalk Paving quotes through the TIPS cooperative covering 15 streets and explained change orders for Heathland Crossing and Country Club after encountering variable concrete thickness and poor subgrade. The additional work increases the year's street-repair cost by $373,373.77 and reduces an available balance to roughly $369,102.17. A motion to approve Boardwalk payments totaling $373,373.77 was moved and seconded and passed unanimously.
What happens next: Staff will proceed with contract execution and construction scheduling for the Candlelight waterline project, implement the approved budget adjustments for HMBC/HEDC as agreements are executed, and process Boardwalk payments and change orders. Council asked staff to continue monitoring budgets and, when appropriate, return with proposals to invest favorable variances into engineering or additional projects.
