At its Oct. 1 meeting the Logan City Council approved two separate resolutions: a notice of intent to adjust municipal boundaries (resolution 24‑38) and a multi‑part budget adjustment (resolution 24‑39).
Resolution 24‑38: Staff described the measure as a boundary‑line clarification following competing surveys in an area along the east side of Logan and Providence bench. The resolution initiates joint noticing and public review; staff told the council a formal ordinance would follow after public notification and a review period (roughly 2½ months). A public commenter (Dr. Gayle/Dr. Yost) spoke in favor and the council approved the resolution.
Resolution 24‑39: Finance staff presented four items for appropriation and adjustment: $25,000 from radio reserves for radio replacements; appropriation of $3,806,781 in remaining SLFRF (American Rescue Plan) funds earmarked for the East–West sewer/water work; approximately $24,700 reimbursement from environmental health to the electric fund for work at the Otel Valley landfill; and $6,976 in grant funds received by the youth library for programming. Council members asked about radio upgrades and interoperability; staff said upgrades will improve statewide interoperability and disaster communications and that November cutovers are planned.
A public commenter (Dr. Kayla Yost) voiced support for the radio and library upgrades. The council moved and passed both resolutions during the meeting.
What’s next: For the boundary adjustment, staff will run the public‑notice process and return with an ordinance. For budget adjustments, staff will proceed with the appropriations and the planned radio‑system cutovers and continue to report on SLFRF fund allocations.
