Laguna Beach board adopts LCAP and final budget, forms ad hoc committee to study student transportation

The Laguna Beach Unified School District Board of Education approved the 2025–26 Local Control and Accountability Plan (LCAP) and adopted the district’s final all‑funds budget for 2025–26. Staff told the board that local indicators embedded in the LCAP met standards across the five local indicator areas.
Dr. Kannenberg, presenting the local indicators, told the board that LBUSD’s self‑assessments show full implementation of most state academic standards, with mathematics an area of continued focus because of the new California math frameworks. He said, “LBUSD’s local indicators are embedded within our 3 district LCAP goals... we remain deeply and collectively committed to every student every day.” The board then moved to approve the LCAP and later adopted the final budget; staff described the plan as a positive budget that provides flexibility and preserves fund balance.
On transportation access, President Perry introduced an item to form an ad hoc committee to review the district transportation plan after hearing parent concerns from areas such as Aliso Viejo and Audubon. The committee was formed with a proposed membership of two board members, the assistant superintendent of business services, a Durham Transportation representative, and parent community members; the board clarified the ad hoc committee is not a standing Brown Act committee and will be used to explore multimodal and potentially lower‑cost options for getting students to school.
Other business: the board approved an agreement with Forever Free LLC for assemblies and a parent/caregiver evening on 08/25–08/26/2025 at a cost of $10,500 funded by SchoolPower, and it renewed a cooperative agreement with the Department of Rehabilitation for the Transition Partnership Project (TPP) from 07/01/2025 to 06/30/2028 to support students with IEPs in post‑secondary planning and work‑based learning.
The meeting closed after approval of the consent calendar; item M (minimum instructional minutes) was pulled for clarification and then approved after staff explained that tutorial/advisement counts as instructional minutes and that the high school tutorial block runs 35 minutes Monday–Thursday.
