Board approves portable classroom contract, pool design addendum and TK/K accessibility work

The board authorized several facilities-related actions to address enrollment needs and community design input.
Staff recommended and the board approved retaining Renau/Renel Clark Architects to remove an underutilized leased restroom relocatable and replace it with a leased classroom relocatable at El Morro Elementary to provide temporary TK/K space for the 2025-26 school year. Facilities director Ryan Zeta explained the new building will include an interior restroom, accessible ramp, plumbing/electrical reconnections and a state-architect submittal and inspection process; modular vendor proposals for removal and installation were noted in the staff backup.
Separately, trustees authorized additional architectural design services not to exceed $132,550 for Laguna Beach High School pool modernization to incorporate board- and neighbor-requested project design features: an east-side sound wall and covered shade structure with photovoltaic panels, site lighting modifications, and lowered building heights (including arcade columns). Staff said these elements were not mandatory CEQA mitigations but were added to the project by board direction to address neighborhood concerns.
The board also authorized up to $59,000 in additional services for DSA access compliance and project certification for TK/K modernization at El Morro and Top of the World elementary schools to ensure code compliance and transfer liabilities to the state via certification.
Trustees asked detailed questions about site-preparation, ramp and plumbing connections and were told some reconnections will be required because the new relocatable will not be in the exact footprint of the prior restroom. All three items moved on unanimous voice votes.
