Laguna Beach school board defeats motion to remove proposed bylaw revisions from agenda

Clerk Hills responded with a lengthy legal and procedural defense, citing Education Code section 35010 and saying, "Any act of a legislative body can be undone, reversed, changed, modified, repealed by a subsequent legislative body." Hills said the amendments actually create an ordered review process and noted the existing bylaw already permits suspension of enforcement by majority vote.
After brief additional remarks and a roll-call tally, two members voted to remove the item and two voted against removal. President Amber Perry called the result so the item would remain on the agenda "as a discussion and possibly an action." The board did not adopt or amend Bylaw 9310 during the meeting.
The board had before it three draft versions of the bylaw amendments for review; no final action was taken tonight. The next procedural step is to proceed with the item on the agenda for discussion and potential future action once additional input or information is provided.
