The Common Council unanimously adopted Resolution 2024-24 on Nov. 20 to revise its electronic-meetings policy and add clearer safeguards governing council members’ participation by electronic means.
Deputy or corporation counsel explained that changes respond to ambiguities in Section 3.5 of the Open Door Law and to practical missteps that can occur when members participate remotely. Council sponsors and the attorney said the revision provides clearer language about presiding officers and meeting chairs and creates procedural guardrails for committees.
Council members noted one administrative implication: some interview and ad-hoc committees currently operate without formally designated chairs, and the policy will require creation of designated chairs so the policy can be implemented consistently. The resolution passed by unanimous roll call.
