District staff outlined a six-meeting 'case committee' assisted by a facilitator and demographer to develop options for rezoning 12 elementary campuses, following closures of two campuses; staff aims to return recommendations by June or July so families have a year to plan before new boundaries take effect.
San Angelo ISD trustees were briefed Feb. 9 on a planned attendance-boundary process to rezone 12 elementary campuses, a follow-up to the board’s earlier decision to close two campuses.
Staff described a six-meeting 'case committee' that will include parents (allocation based on campus enrollment: one parent per 100 students), selected campus staff and administrators, and a paid facilitator, Eddie Colson, to guide deliberations. Demographer Zonda Demographics (represented by Rocky Gardner or a delegate) will supply geocoded student data that committee members can use to model attendance-zone options in real time.
The goal is a board recommendation returned by June or July, with implementation targeted for the 2027 school-year boundary reset and a one-year notice to families. Trustees were reminded that board members should avoid a quorum at committee meetings (no more than three board members may attend) and were asked to send any suggested committee member names to administration.
Several trustees raised concerns that the draft membership list did not reflect district demographics (a trustee noted the district is roughly 62% Hispanic) and that some community participants appear repeatedly on advisory panels. Staff said lists are drafts and trustees may nominate additional, representative participants; each trustee was told they can recommend one additional member.
