XENIA — The Xenia City Council on Feb. 12 authorized staff to execute a conditional income-tax rebate agreement with AeroVironment Incorporated, a firm the city is courting for biomanufacturing and light advanced manufacturing at 1003 Bellbrook Avenue.
City Manager Merriman described the incentive: the city’s program can offer a rebate of 1% of the company’s payroll tax for up to five years. Merriman told council the company would create about 200 new jobs with annual payroll exceeding $19 million and total capital investment exceeding $14 million. "This is a really good business for our community," Merriman said, adding staff has requested five-year payroll projections to complete the company’s application.
As part of the agreement, staff said the company must maintain employment in the city for at least 10 years and that the agreement includes a callback provision allowing the city to reclaim rebate funds if the company fails to meet its obligations.
Council authorized the conditional execution of the agreement, contingent on receipt of the requested financial projections. Staff said the incentive is intended to help with talent attraction and to expand the city’s employment base.
Merriman and council members said the city will review its broader incentive policies later this year to ensure the program’s objectives and terms continue to meet community priorities.
