Beaumont council approves contracts for street, sewer and water work, denies Texas Gas Service rate proposal

Beaumont City Council on Oct. 1 approved a series of resolutions and contract awards covering pavement markings, emergency stormwater repairs, sewer excavation and water‑supply agreements while voting to deny proposed rate changes from Texas Gas Service Company.
The consent agenda was approved by voice vote with one item excluded pending a completed contract. Council then adopted Item 1, authorizing the city manager to submit an intent to apply with the Texas Water Development Board. Item 2 authorized maintenance payment to TRP Construction Group LLC for the citywide pavement markings phase 3 project. Item 3 authorized an emergency award to Vortex Companies for the Belvedere Drive and Clinton Street stormwater outfall repair. Item 4 approved a contract to CTEK Construction for exploratory excavation and sewer repair on North Major Drive and Westfield Avenue after staff warned the work requires digging as deep as 18 feet and that repairs may be more extensive if the larger 54‑inch line is involved.
Council also adopted an ordinance denying Texas Gas Service Company's proposed rates. The motion carried by voice vote.
On water supply matters, council approved a resolution (Item 6) authorizing the city manager to execute an updated five‑year supply agreement and mutual release with the Lower Natchez Valley Authority (LNVA) to secure surface water access. Council additionally authorized payment of LMVA invoice #3049 for the 2023 water release fee (Item 7).
All items called for motion and second and passed by voice vote during the meeting. The council did not record roll‑call tallies during each voice vote; seven members were present for roll call at the start of the meeting.
What comes next: staff will execute the approved contracts and agreements and return any items that require further action (for example, the excluded consent item) at a future meeting.
