The Libby City Council approved appointments to the newly created Shade Tree Committee under city ordinance 12-44-040, appointing Jennifer Nelson, Jeremy Rank and David Koppel.
Jennifer Nelson described her forestry background and volunteer experience with past shade-tree efforts and Arbor Day tree replacements. Jeremy Rank said he is a forester with the Department of Natural Resources and Conservation with experience as a certified arborist and ties to the Fisher River–Kootenai River area. David Koppel said he works for DNRC as a fire-adapted-community coordinator and emphasized tree health as a wildfire-safety factor.
Council referenced the ordinance requirement that the committee have five members, at least three of whom be city residents, and said the council will appoint the remaining seats and determine a chair. A motion to appoint David Koppel, Jeremy Rank and Jennifer Nelson was made, seconded and carried by voice vote.
Mayor Taylor noted a councilor (Mister Cope) had offered to step in as chair; the council said it will finalize roles and notify the appointees of next steps.
The council did not discuss compensation or a detailed workplan at the meeting; committee scope will be conducted under the city's existing ordinance and subsequent council direction.
