Board accepts clean audit, approves SARC reports and LCAP midyear update; assistant superintendent to retire

The Kern County Board of Education received a positive annual audit and approved several administrative reports during its February meeting.
John Medina presented the annual audit and said auditors delivered an unmodified (unqualified) opinion and found no findings or questioned costs. "Pages 1, 2, and 3, our auditors delivered us an unqualified, unmodified opinion," Medina said. Trustees voted to approve the audit report after asking clarifying questions about auditor terms and a handful of page corrections.
Assistant Superintendent Desiree Vanflew presented School Accountability Report Cards (SARCs) for both court schools and community schools. She reported that the court‑school program recorded 2,030 enrollments for the 2024–25 year and that the average length of placement for students in court schools was about 36 days, illustrating a revolving population. Trustees discussed testing windows, English‑learner testing, and chronic absenteeism; the SARCs for court and community programs were approved.
Staff also presented a midyear Local Control and Accountability Plan (LCAP) update outlining the county office’s 10 priorities for county offices, progress on foster‑youth outcomes and special education priorities, and related financial timing. Trustees accepted and filed the LCAP update.
Superintendent announced that Desiree Vanflew will retire at the end of the fiscal year after 35 years; Lourdes Butcher was announced as the successor for assistant superintendent of student support effective July 1. Trustees thanked Vanflew for her service.
