The Waunakee plan commission voted to approve a certified survey map and specific implementation plan for a new 13,000-square-foot early childhood center in the Kilkenny Farms commercial district, with clarifications aimed at pedestrian safety and landscape maintenance.
Planning staff described the project as a CSM to split a lot into two and a SIP showing the daycare building footprint, a fully fenced outdoor play yard and a parking/drop-off layout with a covered vestibule for drop-off. "One of the recommendations is to actually move that sidewalk further south so that there are less conflict points, especially right here," planning staff Lauren said, citing vehicle-pedestrian conflict at the parking-lot crossing.
Applicant representatives explained the chosen building colors and said the rendering understates actual trim contrast; "the actual trim colors are much much a light gray almost to a white," Jason (applicant) said. The commission debated whether to require two sidewalks (one along the parking lot and one along the south side of the drop-off lane) or to retain the single sidewalk and improve safety with visible signage and a 45-degree crossing. The applicant said the single sidewalk was designed as a dual-purpose connection for staff and daytime circulation and that adding signage and crosswalk markings would be feasible.
Commissioners also questioned 30 arborvitae shown in an easement; the applicant said the site is over-landscaped and the arborvitae can be relocated because they are not required to meet landscape-point minimums.
A motion to approve the CSM and SIP (with the discussed clarifications about sidewalks, signage and landscaping) was moved, seconded and approved by voice vote. One commissioner recorded a recusal/abstention on the item in the meeting record.
What’s next: The project goes to the joint plan commission and village board as scheduled; staff will confirm final sidewalk alignment, signage and landscape changes as part of permit review.
