The City of Lockport commission voted to approve the minutes of the Oct. 8 meeting after members discussed a previously unclear annexation reversion clause. "There was some confusion at the last meeting whether the there was a reversion clause in the annexation agreement or not, and we did find out that there is a reversion," an unidentified speaker said during the minutes discussion and urged that annexation agreements be included in future meeting packets.
A motion to approve the minutes was made by Likens and seconded by Peters; the minutes were approved by voice vote.
Later the council discussed continuing a Planning & Zoning Commission item that staff described as PZC "20 20 four-five" in the transcript. Staff advised no public hearing was necessary for a continuance; Garland moved and Peters seconded a motion to continue the item to the December 10 Planning & Zoning Commission meeting. The council agreed that if needed the item could be continued again to the January meeting; the speaker noted the case's one-year period would end in April.
No members of the public spoke during the 'Citizens be heard' portion. Garland moved to adjourn the meeting and Wheeler seconded; the commission voted by voice and adjourned.
Actions recorded in the meeting included approval of minutes, a continuance of the PZC item to Dec. 10, and adjournment. The transcript does not supply roll-call vote tallies for those motions, nor does it include a full citation for the annexation agreement or a clear PZC case number beyond the audio phrasing included above.
