Lockport council approves pedestrian bridge contract, custodial services and a Summit liquor license; developer defers CD1
Summary
At the Committee of the Whole the council approved a low-bid pedestrian bridge with grant funding and a Civiltech observation contract, authorized municipal custodial services, granted a Class O liquor license for the Summit (with conditions), and deferred a development item to Dec. 4.
The Committee of the Whole approved multiple consent items and discrete motions covering procurement, contracts and a liquor license.
Pedestrian bridge: Council approved the low bid for a pedestrian bridge (budget figures presented in the resolution packet) with grant assistance: $250,000 from a DCEO grant and $200,000 from a Rails-to-Trails grant. Staff noted the lowest responsible bidder was in the $4.92M–$4.43M range and the city’s remaining obligation includes professional engineering observation with Civiltech at roughly $49,958. The council approved resolutions 24107 (bid award) and 24108 (Civiltech professional services).
Custodial services: Council approved resolution 24111 to contract municipal custodial and cleaning services for a total of $178,764. Council asked why the police department would be cleaned three times weekly while other municipal buildings receive five cleanings. Staff said the police department requested a lower frequency and that usage patterns differ between buildings.
Liquor license: Council approved a new liquor license for the Summit (introduced as Summit Ice Arena). Staff described a proposed amendment creating a 'Class O' license and said the class would be limited to one holder, not eligible for video gaming, limited to sale and service within the food/nonalcoholic service area, and capped at two drinks per transaction; standard hours apply (1 a.m., 2 a.m. on weekends). Staff said the owner agreed to the conditions and the council voted to approve the license.
CD1 deferral: An item described as CD1 (city bridal/development matter) was deferred to the Dec. 4 regular council meeting at the developer’s request so they can respond to comments; the motion to defer passed.
Votes: Where roll-call results were recorded, the council indicated motions passed, one member was recorded 'absent globally' (McDonald) and one member abstained on a bill-payment vote because the city was paying their employer; otherwise, consent items were adopted without objection.
