Lockport council approves 2025 budget, property-tax levy, water loan ordinance and consent items

Lockport—s City Council approved a consent agenda that bundled the 2025 budget, the property-tax levy ordinance, insurance renewals and several contract extensions, and separately approved an ordinance to borrow from the Water Pollution Control Loan Program.
The presiding official moved adoption of the consent agenda, which included approval of regular meeting minutes from Nov. 20, payroll, the 2025 city budget and the property tax levy. The consent agenda also authorized execution of an RTA technical assistance agreement not to exceed $33,000; the motion passed on roll call.
On a separate motion, the council considered Ordinance 24-030 authorizing the city to borrow funds from the Water Pollution Control Loan Program and to authorize the city administrator to sign necessary documents. Speaker 9 moved the ordinance and Speaker 2 seconded; a roll-call vote recorded unanimous 'yes' responses and the ordinance passed.
Council also voted on street-related bills; the roll call recorded one abstention by Speaker 9, who said the city was paying his employer for some water-service material. The motion otherwise passed. The council voted to defer the Sadie Ridge concept plan to Dec. 18 at the developer—s request.
