The Corvallis School Board on Aug. 6, 2025, moved but did not adopt a motion related to matters discussed earlier in an executive session concerning personnel. The board reported holding an executive session at 4:00 p.m. under ORS 192.660(2)(b) "to consider the dismissal or discipline of or complaints or charges brought against a staff member," and then opened public proceedings at 5:47 p.m.
During the meeting a board member made an ex parte disclosure, saying they had a prior contact with "Helen" between April and May 2024 but that they would "base my decision on the facts presented to the board only, and not on any ex parte communication." The disclosure was made before the board considered motions tied to the executive-session matters.
Board member Chris moved "to not hear the appeal, but to request Ryan and ourselves as school board members to review JDE ... racial education policy, and ... every student belongs," and the motion was seconded by Sammy. The motion as voiced referenced district policy codes and asked the board (and a person named Ryan) to review policies related to racial education and student belonging. The board attempted to record votes but encountered confusion during roll-call responses; meeting audio recorded conflicting call-and-response and the tally was reported as "3 yay and 3 nay." The tie meant no conclusive adoption of the motion was recorded.
Following the tied tally, a board member proposed a "specifically narrow hearing" and cautioned the board to avoid deliberating on the substance of matters discussed in executive session. The body agreed to a five-minute recess to allow members to regroup and prepare next steps; the floor was left open for another motion when the meeting resumed.
No formal outcome on the appeal was recorded in the meeting record provided; the motion resulted in a tie and the board recessed to consider alternative motions or process steps. The board noted six members in attendance (four in person, two virtually) and one member excused; the executive session was specifically invoked under ORS 192.660(2)(b).
