Board approves multiple roof, renovation and equipment bids; some low bids rejected for noncompliance

At its February meeting, the Albany County School District board approved a slate of construction and procurement actions to move major maintenance and renovation projects forward across the district.
Facilities Director Mr. Wilkerson presented recommendations after competitive bid processes. For roofs, the board accepted the lowest qualified bid for the Indian Paintbrush Elementary roof from Dave Loden Construction ($719,885) after the lowest responsive bidder was rejected for using an unapproved installation method. Whiting High School roof was awarded to Bighorn Roofing ($265,300) and Bridal Elementary roof to Superior Roofing ($706,699) after the apparent low bidder submitted a product not accepted under the contract documents.
Other approvals included a Bobcat wheeled skid‑loader for grounds work ($64,999.99), a professional services contract with Plan 1 Architects for Bridal Elementary to central‑office conversion (boardroom and ADA bathrooms; $195,950), carpet replacement ($103,950) and painting ($78,638) for Bridal Elementary, and retro‑commissioning of the LHS HVAC system ($189,930) to support efficient operation of new boilers and controls. Wilkerson said insurance carrier EMC may reimburse some roofing costs tied to hail damage from 2023; administration said receipts and design costs will be submitted to the insurer.
The board also approved a small amendment to the Old Slade abatement/demolition professional services agreement to pay for additional vermiculite testing discovered during abatement ($1,411.85); the cost is funded by capital construction.
Trustees asked about timelines, insurance reimbursement flow and how larger project budgets are tracked; staff committed to share detailed living budget documents and monthly updates as projects progress. All motions passed by majority voice vote.
