Consultants outline Prop 2 funding paths and pool project options; Fallbrook High has $8M unfunded approval

District consultants delivered a detailed briefing on state facilities funding opportunities and timelines following passage of Proposition 2. They told the board that Proposition 2 set aside $8.5 billion for TK-12 facilities statewide and established small-district allocations (about $330 million for new construction and $400 million for modernization) to reduce long wait times for project funding.
Consultants explained the difference between modernization, new construction and facility-hardship funding streams overseen by the Office of Public School Construction (OPSC) and the State Allocation Board (SAB). They said projects that qualify under the facility-hardship program can be processed in roughly 90 to 120 days (conceptual approval to unfunded approval) although subsequent funded apportionments follow the same participation steps and bond-sale schedule, which can add months.
Gain Consulting said Fallbrook High currently holds an unfunded approval of roughly $8,000,000 for a modernization application submitted in June 2022 and that the district will be invited to a priority/funding round this spring if it demonstrates readiness. For the pool, Gain reported conceptual approval and recommended updating industry specialist reports and DSA concurrence before preparing the SAB 5801 cost estimate template required for the program.
Presenters also noted other applications in process: a CTE grant that received a high score and earlier applications that could yield approximately $28,000,000 in reimbursements to the district between now and June 2028, depending on scheduling and funded apportionments.
Trustees asked several clarifying questions about eligibility, what costs the state funds (typically hard construction costs) and how district match or soft costs would be handled. Consultants advised strategic use of modernization eligibility, preliminary apportionments for small districts, and combining funding sources where appropriate.
Board direction: staff will continue to update the district on processing steps for the Fallbrook High modernization and pool project and pursue consultant input on bond capacity and community survey data as trustees consider whether to pursue a bond to fund remaining site or soft-cost needs.
Next steps identified included updating the pool project report to specify minimum-scope mitigation, re-concurrence with DSA, development of an SAB 5801 cost estimate, and preparing documentation for OPSC submission.
