Henrico school board approves consent block as finance staff flag roughly $38 million in state and federal revenue surplus

The Henrico County School Board unanimously approved its Aug. 28 consent agenda after members moved and seconded the block vote.
A board member asked whether the division will receive additional dollars after recent revenue collections showed state sales tax and state funds coming in higher than budgeted. The member cited a figure of $37,992,055 in excess state and federal revenues compared with the adopted budget. A finance representative explained that the number reflects preliminary revenue collections before the county closes its financial statements and that, if finalized, the excess would increase the county general fund balance and could be set aside as reserves and later appropriated into the FY2026 budget.
“Right now, it appears, yeah, well over $30,000,000,” the finance representative said in response to the board member’s question, explaining that reserve establishment and any subsequent appropriation occur after annual statements are closed. The board member confirmed they understood this would not immediately result in additional new spending but could offset local appropriations and support FY2026 planning.
The consent agenda (items 8.01 through 8.1) was moved by Mr. Irving and seconded by Mr. Young and approved on the voice vote.
The board did not take separate action on the budget‑related question beyond the clarification from finance; staff indicated reserves and final numbers remain subject to county closing procedures. The next work session is scheduled for Sept. 11, 2025.
