Henrico board approves personnel and exemption items, schedules town halls for redistricting input

The Henrico County School Board approved several procedural and personnel items during its Sept. 11 work session and set a schedule of public meetings tied to proposed boundary changes.
Early in the meeting the board approved the agenda by voice vote. After a closed session held under the Virginia Freedom of Information Act exemption for personnel and student scholastic records, the board certified the closed session by recorded motion and vote. Superintendent Dr. Cashwell then requested approval of three religious exemptions from compulsory attendance (case numbers 25-26-RE-3, 25-26-RE-4 and 25-26-RE-5); Board Member Young moved the approval, Atkins seconded and the board approved the requests by voice vote. The superintendent noted the students’ names are withheld under FOIA protections for scholastic records.
The board also approved an administrative appointment; the superintendent announced approval of Amy Johnson as director of student support and wellness after a motion from Board Member Irving and a second from Board Member Kinsella.
On the consent agenda the board approved a property-line adjustment related to construction at the new Quiocquasin (moved by Irving, seconded by Atkins). The motion passed by voice vote.
Under unfinished business Board Member Atkins gave an update on the Living Building project (groundbreaking planned for early October and construction beginning in October) and asked the board to explore the statutory option of appointing a nonvoting student representative under Code of Virginia §22-1-86.1. Several members expressed support for exploring how a student representative might work alongside the superintendent’s existing student advisory structures and for learning from other divisions’ practices.
The board scheduled town halls (tentatively Sept. 18, Sept. 30 and Oct. 7) and a targeted online survey for communities affected by proposed boundary changes. Staff said it will publicize meeting locations and times via ParentSquare and provide a dedicated email inbox for public comments.
The meeting concluded with a reminder that staff will return public input at the Oct. 23 meeting and the board could take final action at a Dec. 18 meeting.
