Morganton rejects single bid for North Green streetscape project; project put on hold

Staff said the project was bid twice: the first solicitation did not receive the three bids required for formal opening under state law; the second produced one bid that, when opened, was approximately $2,000,000 over the city's budget for the scope. Staff noted that altering the scope by more than 10 percent would require returning to design and re‑approving plans, and that grant awards tied to the project include completion timelines that would be difficult to meet under a delayed redesign.
Council voted to reject the bid and direct staff to shelve the project for now and monitor for future grant opportunities; staff confirmed they will watch for future commerce grants but cautioned that those grants are not guaranteed.
The motion passed by voice vote. Council emphasized the desire to not forfeit grant dollars but stated the fiscally prudent action is to pause the project until funding and conditions improve.
