Wilksha Thompson (staff) said budget-request forms will be issued April 7 so elected officials and department heads can incorporate legislative developments and third-quarter spending (through March 31) into their requests. She said staff will compile the requested budget for the board by the statutory deadline of May 15, with publication targeted for July 13 and the public hearing on the proposed budget scheduled for July 20. The board must adopt no later than the third Tuesday in July, according to the timeline presented.
During review of the financial compliance report and draft audit RFPs, Commissioner Jennings asked about an entry the document labeled as a budget violation under a cited Wyoming statute. The transcript records the citation as "Wyoming State statute 16 4 1 0 8." Staff and the finance committee (chaired by Christy Haswell) said they have identified the specific line items creating the variance and plan either a budget amendment or transfers to reserves where appropriate. Staff noted that some adjustments relate to prior fiscal periods and cannot be fully corrected retroactively; however, amendments will be prepared for items occurring since 07/01/2025.
The county also circulated draft RFPs for the FY26 audit and requested feedback by March 4; a return and potential acceptance of an audit contract was tentatively planned for the board's March meeting cycle.
The finance committee will continue meeting twice more this month to finalize spreadsheets and the specific dollar transfers or amendments needed. No formal budget adoption or amendment vote occurred at the staff meeting; staff indicated formal actions will come to the board when the committee provides recommended motions.
