Sheridan County commissioners approve airport grant application, subdivision and several county contracts

The Sheridan County Board of Commissioners on Feb. 3, 2026, approved multiple routine and substantive agenda items, including the county's acceptance of its FY2024–25 financial and compliance report and authorization to seek state grant-in-aid to support Sheridan County Airport marketing.

Cameron Duff, administrative director, told the board the audit is a financial compliance report that the board was being asked only to receive. Commissioner Arcey moved to accept the FY2024–25 financial compliance report prepared by Porter, Murriette, Corina and Howard; the motion was seconded and approved by voice vote.

Robert Gill, Sheridan County Airport Manager, briefed the board on two airport-related items. For a lease assignment and assumption, Gill explained that Robar LLC—owner of a car-rental facility at Sheridan County Airport Legacy Park—seeks county consent to assignment of the ground lease to Avis Budget Car Rental LLC following an internal sale and corporate acquisition. Gill recommended board approval, noting the overflow grass parking area is not part of the lease. The board approved the consent to assignment and authorized the chair to sign.

Gill also asked the board to approve applying for state grant-in-aid funds to support airport marketing. "The requested grant in aid totals a $100,000 consisting of up to $50,000 in state funds and at least $50,000 in local matching funds based on a 50% reimbursement rate for multiple costs," Gill said. He told commissioners ridership has grown and the airport is discussing additional flights for 2026. The board approved submitting the application.

On land use, the board considered Buckingham Iron Business Park Subdivision (SDash25Dash005J), a proposal for six commercial lots off County Road 139 (East Ridge Road) near the Sharon city limits. Mark, the county planner, summarized planning commission review and staff-recommended conditions. Staff recommended three conditions before final plat recording: (1) execution and recording of a road maintenance and snow removal agreement; (2) a final-plat note requiring enhanced individual septic systems with advanced nitrogen removal capable of achieving a nitrate concentration of less than 10 milligrams per liter at the property boundary per DEQ guidance; and (3) drainage notes and engineered lot-level drainage plans by a licensed professional. The board approved the subdivision with the three conditions.

The board approved a purchase of the iWORKS asset-management software for Public Works after county engineer Ken Mueller described the county's existing system reaching end-of-life and an apples-to-apples evaluation of alternatives. The motion approved a $2,000 initial data-migration cost and an estimated recurring annual cost of about $5,800; commissioners noted a budget amendment will be needed and that the general fund will be used until eligibility of other funding sources is determined.

Sheriff Levi Dominguez requested approval of an identity and security maintenance agreement addendum for the sheriff's Live Scan fingerprint system. Dominguez said Wyoming is upgrading its statewide system effective Jan. 1, 2027, and the county needs an on-site preventive maintenance visit this year to ensure compatibility. He put the one-time cost at $3,808; the board approved the addendum and the allocation from the general fund with a subsequent budget amendment to formalize the expense.

Finally, the board appointed County Engineer Ken Muller as the viewer to process the vacation of a portion of Dana Avenue adjacent to specified lots. The meeting adjourned at 9:24 a.m.
