Sheridan County commissioners voted Nov. 18, 2025, to issue a notice of award for the Sheridan County Airport Hangar No. 5 improvement project after airport management recommended the lowest responsible bidder.
Robert Gill of airport management told the board that on Nov. 5, 2025, the Sheridan County Airport received and opened two sealed bids for the Hangar No. 5 project and "respectfully recommend[ed] awarding the contract to the lowest responsible bidder with the total bid amount of $175,624." Gill said that figure aligns with the approved airport capital improvement budget and was below the engineer's estimate.
After questions from commissioners about project scope and whether a low bid would create construction risks, Gill said the recommended contractor had completed prior work at the airport, including work on the terminal entryway. "They have done two other projects on the airport…we've got good luck with them," Gill said.
Commissioner (unnamed) moved to "approve and authorize the chairman to sign notice of award to XBuild LLC," and the motion was seconded. During the spoken motion, the amount read back differed from Gill's earlier figure; the transcript records the motion as including an amount that corresponds to $1,075,624, a discrepancy with the $175,624 bid Gill cited.
The board conducted a voice vote; multiple members answered "aye" and one voice responded in opposition. The chair declared the motion passed.
The record shows two sealed bids were opened and that airport management recommended awarding the contract to the lowest responsible bidder. The transcript contains inconsistent references to the contractor's name (the recommendation and bids referenced variants such as "Axe Building," "Axeville," and "XBuild LLC"). The clerk's record or the contract documents should be consulted for the official contractor name and the final contract amount.
The board also handled routine business at the start of the meeting: it approved an eight-item consent agenda and the meeting agenda as published, and the chair announced courthouse closures for the Thanksgiving holiday.
