Jordan Chapman, representing AMM Roseville LLC, said the developer is under contract to purchase the Days Inn property, plans to demolish the existing hotel, subdivide the parcel into three lots and build a car wash and two restaurants with drive-throughs. Chapman said engineering review with the city of Roseville is complete, county drain commissioner and MDOT reviews are in progress for stormwater, and demolition could begin in early March with tenant handoffs by Aug. 1 and openings targeted in 2027.
Consultant Luke Bonner explained why the site qualifies for brownfield assistance: he said the existing structure is functionally obsolete and that demolition is expensive — roughly $700,000 — and that the brownfield plan would use tax-increment financing (captured new property taxes) to reimburse eligible activities including demolition, environmental work and consultant fees. Bonner said the total eligible brownfield plan costs are about $900,000, including approximately $100,000 in contingency, and that the first reimbursement to a developer would occur after new construction is assessed (anticipated on the July 2027 tax bill).
Commissioners asked about competition between similar uses (a question about an existing gas station lawsuit was raised) and confirmation that Roseville city council had already passed a supporting resolution (staff said the city approved the brownfield unanimously in November). The committee voted to refer the brownfield resolution to the full board for consideration.
