Sheridan County approves amendment to Community Services Block Grant agreement

Sheridan County commissioners voted Dec. 22 to approve Amendment 1 to the county’s Community Services Block Grant agreement with the Wyoming Department of Health for the 2025–2029 term.

County staff member Cameron told the commission the amendment removes a clause from the original contract signed July 1 "that called equity a sub recipient shall ensure that services are equitable to the under resourced, to a socially disadvantaged, ethnically by various groups, provide services that are culturally and linguistically appropriate, collect demographic information to the extent practical, and engage in partnerships with other public or private providers to eliminate health disparities needs and improve health of all people." Cameron said the state is replacing that item with the word "reserved" to avoid renumbering the rest of the contract. He added the county attorney reviewed the revision and raised no concerns and that the state asked for the amendment to be returned by Dec. 31.

Commissioner Siddle moved to approve the amendment and authorize the chair to sign. The chair seconded the motion, commissioners responded "aye" and the chair declared the motion passed.

The action records show the commission approved the amendment and authorized execution; staff said the change was driven by state and federal guidance and does not, according to staff, change other contract obligations. The commission did not record a roll-call vote; three audible "aye" responses were heard on the record.

The commission then moved into an executive session later in the meeting to discuss safety and security planning. The record does not disclose the content of that session.
