County receives timeline for 2026 property reassessment; preliminary values to be mailed Nov. 14

Shenandoah County received a progress update on its 2026 general reassessment at the Oct. 28 Board of Supervisors meeting.
Sarah Garner, project manager with Vision Government Solutions, Inc., summarized work completed and the next steps for the contracted reassessment. Garner said the project team completed an EagleView/aerial review of parcels, supplemented records with data mailers and commercial rent/expense studies, and developed land and building studies to set initial values. She told the board the contractor will deliver values to the county assessment office on Oct. 31 and that the county plans to mail preliminary value notices to property owners on Nov. 14.
Garner described the informal review process: residents may schedule remote reviews via a call center, with the review window set for Dec. 1–23; a small number of parcels will require in‑person field visits currently scheduled for the week after Oct. 31. She said the project’s current completion target is Dec. 31. The contractor is using a three‑year sales window (2020–2025, time‑adjusted) for market analysis and filters out outlier sales when they do not reflect typical local market conditions.
Supervisors questioned how the vendor selects parcels for manual review and how oblique imagery and tree canopy can affect identifying outbuildings; Garner said staff and assessors will reconcile questionable records during informal reviews. She also said commercial properties and dissimilar uses are treated case by case and may require longer review.
The board did not vote on or modify the reassessment schedule at the meeting; supervisors thanked Garner and requested continued updates.
