Shenandoah supervisors adopt Stony Creek sanitary district expansion, approve garage permit and authorize closed session

Shenandoah County's Board of Supervisors unanimously adopted an ordinance Sept. 23 extending the boundaries of the Stony Creek Sanitary District, approved a special-use permit for a public garage and authorized a closed session to discuss three specified topics.
The public hearing on the Stony Creek Sanitary District expansion drew no public speakers. Board discussion and planning remarks indicated the expansion covers a single parcel of about 9 acres. The board then voted by roll call; Supervisors Taylor, Baker, Ferguson, Morris and Stevens were recorded as voting 'Aye' and the ordinance passed.
On planning matters the board also approved Special Use Permit 25-09-02, which the facilitator described as a permit under county code section 165-12B3C allowing a public garage on approximately 3.399 acres at 14608 Sandito Road. The motion to approve was restated to include planning commission and staff conditions, and the board approved the permit by unanimous roll call. The chairman commended the applicant for starting a business at a young age.
The board approved three consent-agenda items (minutes from Sept. 9, 2025; carryover of capital projects and grant funds across fiscal years; and fourth-quarter appropriations) without discussion on a unanimous vote.
Before adjourning, the facilitator read the legal basis for convening a closed session as stated in the meeting: multiple Virginia State Code citations were read aloud to justify closed discussion of (1) possible acquisition or disposition of private parcels and county-owned property where open discussion would harm negotiating position; (2) appointment of specific public officers to the tourism council; and (3) the award of a public contract for consulting services, including bidder interviews. A motion to move into closed session on all three items was made and seconded; the board certified after the closed session that only the matters identified in the motion were discussed.
The meeting closed after certification and the board adjourned.
