Board Authorizes Public Hearing on Enterprise Zone Amendments, Proposes Incentive Changes

Prince George County’s economic development staff asked the Board of Supervisors on Nov. 25 for authorization to advertise proposed amendments to the county enterprise zone. The board approved the request and set a public hearing for Dec. 9.
Staff explained the enterprise zone, created in 1982 and updated by state law, and said Prince George’s local zone has not been amended since 2009. Proposed local incentive changes include reducing a 100% machinery-and-tools tax rebate to 50% for five years, adjusting water and sewer connection fee relief to be equivalent to a 5/8‑inch meter charge (instead of a 50% discount up to $200,000), and eliminating rezoning‑fee waivers in favor of accelerated permitting timelines. Staff said the state has approved the county’s request to submit amendments and that the Walton site and Massing Berg parcels are proposed additions to bring acreage closer to the state limit.
If the board approves the ordinance after the Dec. 9 hearing and the Economic Development Authority concurs, staff will submit the amendment to the Department of Housing and Community Development. Staff said the amendments, if adopted, could be retroactive to Jan. 1, 2026, if timing requires.
