The Budget and Finance Committee on Feb. 11 recommended the Board of Supervisors approve a two‑year extension and roughly $31 million increase to the Municipal Transportation Agency's paratransit contract with Transdev Services Inc. The extension would lengthen the agreement to June 30, 2028, and raise the not‑to‑exceed amount to about $339 million.
Jonathan Chang, paratransit manager at the San Francisco Municipal Transportation Agency, told supervisors the city's ADA paratransit program serves seniors and people with disabilities who cannot use fixed‑route service and that the contractor has run the broker and primary operations for the program since 2014. “Over the past year, the program has performed exceptionally well with a 9% on overall satisfaction as well as 95% on‑time performance,” Chang said.
Chang said the two‑year amendment will allow SFMTA to stabilize operations, complete pilots and technology upgrades, identify revenue opportunities and test Medi‑Cal billing to offset local costs. The BLA noted the contract amounts to roughly $30 million per year and that about two‑thirds of funding is local, including Prop L sales tax revenue; MTA operating funds account for roughly 13% of paratransit expenditures.
Mark Gleeson of Teamsters Joint Council 7, representing local paratransit drivers, spoke in support of the amendment during the public‑comment period. No speaker at the committee opposed the measure.
The committee voted to refer the resolution to the full Board with a positive recommendation; the full Board will consider the amendment and the additional funding authorization on its scheduled agenda.
