Colorado House approves journal, lays over calendar and refers several bills to committees

The Colorado House of Representatives met on Feb. 16, 2026, approved the previous day's journal and conducted routine announcements and committee business before adjourning until Feb. 17. The presiding officer said the journal was approved "as corrected by the chief clerk" after a voice vote, and the chair announced that "the ayes have it."
Representative Joseph introduced the House's "hidden figure" presentation on behalf of the Black Caucus, identifying Glenda Strong Robinson as the guest and summarizing her civil‑rights work, her service at Second Baptist Church of Boulder and her role on the executive committee of NAACP Boulder County. Representative Joseph asked members to recognize Robinson on the House floor.
Members made administrative announcements: Representative McCormick said a water session will be held Wednesday, Feb. 18, at 7:00 a.m. at LSBA across the street, with updates from the state engineer, the Colorado River and the Perkins Canal; Representative Story announced the Capital Development Committee will meet Tuesday at 8:30 a.m. in Senate Committee Room 352 (rather than the regular room 357). The majority leader notified members about a memorial for Senator Winter in the Senate chamber and asked members to remain nearby to be admitted when the Senate was ready.
A motion to lay over the balance of the calendar to Tuesday, Feb. 17, 2026 was made and, with no objection, the House ordered the calendar laid over to that date.
Committee reports were delivered by Mr. Scheibel. The Committee on Education recommended that "House Bill 10 29" be referred favorably to the Committee on Appropriations and that "House Bill 10 90" be amended and sent to the Committee of the Whole with a favorable recommendation. The Committee on Agriculture, Water, and Natural Resources recommended amendment to "House Bill 10 34" and referral to the Committee of the Whole with a favorable recommendation. Mr. Scheibel also announced bill assignments: "House Bill 12 10," by Representatives Bacon and Mabry (and Senators Weisman and Judah), concerning limiting the use of intimate personal data to make financial inferences, will be assigned to the Committee on Business Affairs and Labor; "House Bill 12 11," by Representatives Story and Mabry, concerning regulation of broadband services by the Public Utilities Commission, will be assigned to the Committee on Transportation, Housing, and Local Government; and "House Bill 12 12," by Representatives Flannel and Baron, concerning the authority to carry a handgun, was assigned to the Committee on Judiciary.
The House recessed briefly to proceed to the Senate chamber where the Senate was prepared to receive members and then adjourned until 10:00 a.m. on Feb. 17, 2026.
